Receiving Perth Airport Consent and ABC Approval
The Airports Act (1996) states that building activities on airport sites requires approval. This approval process consists of two separate applications;
1) Perth Airport Consent (PAC), and
2) Airport Building Controller (ABC) permit approval.
A “one-stop shop” process has been established at Perth Airport to assist applicants seeking approvals for construction and building activities. The PAC and ABC applications can be submitted at the same time, as processes run parallel with each other. PAC approval is required prior to the ABC permit release.
Perth Airport Pty Ltd assesses the PAC, taking into considering leasing, environment, heritage, work health and safety, operations, and the Perth Airport Master Plan.
The ABC assesses the activity under the Airports (Building Control) Regulations 1996, National Construction Codes and Australian Standards. The ABC is appointed by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts (DITRDCA) and is a separate entity to Perth Airport. Hence, there are separate applications and fees.
There are circumstances where the ABC may deem that the proposal does not require a permit from their office. However, this does not preclude requirements for a Perth Airport Consent approval. If the ABC has determined a permit is not required, please ensure that the Perth Airport Consent Team has confirmed whether a PAC Approval is required.
Potential applicants are encouraged to coordinate with the Perth Airport Consent Team for initial discussion and proper guidance prior to lodging an application.
Steps to submit a Consent Application
- Please coordinate with the Consents Team to discuss the project and for appropriate guidance.

- Download and complete an Invoice Payer Details Form.
- Read and understand the Post Approval Considerations.
- Lodge the application via the Consent Application Portal below along with the applicable supporting documents, including the forms referenced in items two (2) and three (3) above.
Kindly note that the portal permits the upload of a maximum of five (5) separate files, with each file not exceeding 65MB in size. To ensure a comprehensive submission, we recommend compressing multiple files into a single zipped folder.
